MANILA, Philippines: President Ferdinand Marcos Jr. has taken steps to expedite the recovery, reconstruction, and rehabilitation efforts in Marawi City by streamlining the functions of government agencies involved. This move aims to reduce delays caused by bureaucratic processes and ensure the efficient implementation of programs in the city and other affected areas.
In a recent Administrative Order (AO) signed on December 22, the President, through Executive Secretary Lucas Bersamin, outlined the need to eliminate redundant layers of bureaucracy in order to accelerate the reconstruction and recovery efforts. The order states that the rationalization of government agency structures is essential to promote efficiency and organizational coherence in line with the Rightsizing policy.
The institutionalization and strengthening of the functions of implementing government agencies involved in the reconstruction and rehabilitation efforts in Marawi City and other affected areas are crucial for long-term stability. President Marcos emphasized the importance of this in his order.
Efficient bureaucratic processes are a key focus of the Philippine Development Plan 2023 to 2028 and the administration’s eight-point Socioeconomic Agenda. To ensure the timely completion of projects and activities, all government agencies involved have been directed to expedite their efforts and coordinate with the relevant local government units.
Specifically, the Department of Interior and Local Government has been tasked with maintaining peace and order in Marawi City and other affected areas. The Department of Human Settlements and Urban Development will oversee the completion of housing projects for the affected residents.
The Department of Public Works and Highways has been ordered to coordinate the restoration of public utilities such as water and electricity, as well as the repair and reconstruction of public buildings and infrastructure.
The Department of Health and the Department of Social Welfare and Development will ensure the provision of health services, sanitation, food, and other basic needs for the residents. Meanwhile, the Department of Trade and Industry will create an environment conducive to the revival of business and livelihood activities.
Task Force Bangon Marawi (TFBM), which has been overseeing the progress and completion of various programs and activities under the Bangon Marawi Comprehensive Rehabilitation and Recovery Program, has been given a timeline for winding up its operations. The President has set December 31, 2023, as the deadline for the completion of its tasks, and the task force will be officially dissolved by March 31, 2024.
President Marcos Jr.’s administrative order reflects the government’s commitment to streamlining processes and ensuring the efficient recovery of Marawi City and other affected areas. By eliminating bureaucratic hurdles, the focus can be shifted towards the immediate needs of the residents and the long-term development of the region.
