The House of Representatives is set to resume its session on Monday, with a focus on finalizing the approval of four priority bills identified by the Legislative-Executive Development Advisory Council (Ledac). Speaker Ferdinand Martin Romualdez announced that significant progress has already been made, with only a few bills remaining for final approval out of the 57 measures listed by Ledac.
One of the bills awaiting final approval is House Bill (HB) 9713, also known as the “Philippine Self-Reliant Defense Posture Program Act.” This bill aims to incentivize private sector participation in the defense industry, rationalize defense acquisition, and establish the Office of the Undersecretary for Defense Technology Research and Industry Development. The bill also emphasizes the preference for locally made defense materials through collaboration between the military and civilian establishments. Additionally, it mandates government financial institutions to provide support to the defense industry through financial products that promote its development.
The passage of HB 9713 reflects the country’s commitment to having a credible defense program and industry. By reducing its reliance on foreign allies and suppliers for defense needs, the Philippines aims to enhance its self-reliance and strengthen national security.
Speaker Romualdez emphasized the significance of promptly addressing the legislative agenda of President Ferdinand ‘Bongbong’ Marcos Jr. This agenda focuses on sustaining economic growth, uplifting the poor and vulnerable sectors, creating job opportunities, and improving the overall quality of life for every Filipino. The House of Representatives aims to fulfill its mission as lawmakers by actively contributing to these goals.
Apart from HB 9713, three other Ledac priority measures await final approval from the House of Representatives. One of these measures is the amendment of the Electric Power Industry Reform Act, which is currently being finalized by a technical working group. Additionally, the budget modernization bill and the proposed National Defense Act are under committee consideration.
Another bill, HB 9571, known as the “Chemical Weapons Prohibition Act,” is also prioritized by the House. This bill is set for final approval during the upcoming session.
The House of Representatives recognizes the importance of these priority bills in driving progress and development in the country. By actively addressing these legislative measures, the House aims to create a favorable environment for economic growth, enhance national security, and protect the welfare of the Filipino people.
In conclusion, the House of Representatives is committed to finalizing the approval of priority bills that align with the legislative agenda of President Ferdinand ‘Bongbong’ Marcos Jr. These bills focus on defense industry development, self-reliance, and the overall improvement of the country’s economic and social landscape. By actively addressing these measures, the House aims to contribute to the sustained growth and development of the Philippines.
