PAM Implements Changes to Support Small Enterprises

The Public Authority for Manpower (PAM) has recently introduced amendments to certain work regulations, with the aim of providing support to owners of small and medium enterprises (SMEs). These revisions specifically target the requirements for restaurant activities and consumer order delivery companies, as reported by Al-Rai Daily.

One of the key changes introduced by the new amendments is an increase in the initial workforce requirement for restaurant activities. Previously, establishments needed to employ a minimum of 10 workers, but this has now been raised to 15 workers. Additionally, licensed restaurants will be granted an additional five workers after a subsequent inspection to ensure the smooth running of the activity and the readiness of the facility.

In recognition of the importance of consumer order delivery companies, the Authority has also made adjustments to the regulations governing their operations. Specifically, there are now new guidelines regarding the age of vehicles used by these companies. Previously, cars utilized by these companies had to be no older than five years. However, this limit has now been extended to seven years. Similarly, the limit for motorcycle year of manufacture has been extended to four years from the previous three years.

Furthermore, the financial guarantee requirement for motorcycle registration has been eliminated. Previously, SME owners had to provide a financial guarantee of 500 dinars for motorcycle registration. However, this requirement has been removed in accordance with the new controls aligned with the regulations of the General Traffic Department. This elimination aims to provide further support to SME owners, reducing their financial burden and facilitating their operations.

These amendments by the Public Authority for Manpower reflect a commitment to supporting small and medium enterprises in Kuwait. By adjusting the regulations related to restaurant activities and consumer order delivery companies, the Authority aims to create a more conducive environment for the growth and success of these businesses.
