Clark Airport Consortium Plans Projects for 2024

The government-run Clark International Airport Corp. (CIAC) has announced its plans to initiate several infrastructure projects in 2024. In an interview on SMNI’s weekly public affairs program “Business and Politics,” hosted by The Manila Times Chairman and CEO Dante “Klink” Ang 2nd, CIAC’s new president and CEO Arrey Perez discussed the upcoming projects aimed at enhancing the airport’s services and boosting tourism.

Perez stated, “We are aiming for construction to commence next year in 2024. We can assure you that the initial stages of privatization or partner bidding for these flagship projects will take place next year.”

Out of the seven projects, three will be private-public partnerships (PPPs), while the remaining four will be infrastructure ventures. The PPP projects include the National Food Terminal, the water innovation or urban renewal program, and the Clark Entertainment and Event Hubs. On the other hand, the infrastructure projects consist of the New Clark Airport direct access link road, the expansion and upgrade of road networks and utilities, the development of Clark’s second runway, and the new CIAC headquarters.

Furthermore, CIAC plans to sign an agreement in May next year with Aéro Montréal, a think tank comprising key decision-makers in Quebec’s aerospace sector. Perez shared, “During our visit to Canada, we saw an opportunity to present to Aéro Montréal, and they were impressed with our transparency. They expressed interest in signing a deal with us and exploring opportunities for their corporations within our sector.”

One aspect of the agreement involves bringing in Philippine workers to assist Aéro Montréal in its expansion plans. In return, the group will relocate some of its production and manufacturing ventures to Clark. The memorandum of agreement with Aéro Montréal is expected to be finalized in May.

Perez also highlighted the progress of the Luzon International Premiere Airport Development (Lipad), the consortium responsible for managing Clark airport. He mentioned that Lipad is on track to meet its annual target of 2 million passengers this year. Additionally, cargo and Maintenance, Repair, and Operations (MRO) companies are considering relocating from the Ninoy Aquino International Airport to Clark due to the latter’s excellent management record. Perez specifically mentioned FedEx and the ongoing discussions regarding expanding their operations at Clark.

Formerly known as the North Luzon Airport Consortium, Lipad consists of Changi Airports Philippines, Filinvest Development, JG Summit, and Philippine Airport Ground Support Solutions.

Clark International Airport’s plans for 2024 signify a significant step towards improving its infrastructure and services. The implementation of these projects, along with potential partnerships, is expected to enhance the airport’s capacity and contribute to the growth of tourism in the region.
