He served as the senior executive assistant to the secretary of the Department of Local Government and Community Development (DLGCD) from April 1, 1973, to March 31, 1986. This diverse background equips him with a comprehensive understanding of airport operations, security protocols, and government processes.

The Manila International Airport Authority (MIAA) is an attached agency of the Department of Transportation and is responsible for the upgrade and provision of safe, efficient, and reliable airport facilities for both international and domestic air travel. With Ines at the helm, the MIAA can benefit from his extensive knowledge and expertise in airport management and operations.
