The Quezon City Prosecutor’s Office has announced that it has gathered sufficient evidence to hold LtCol. Mark Julio Abong, a ranking official of the Philippine National Police (PNP), criminally liable for his actions. The incident in question involved Abong creating trouble and firing his gun outside a bar in Quezon City last Sunday.
Following a thorough investigation, the prosecutor’s office released a resolution stating that there is enough evidence to proceed with a trial against Abong. The charges he faces include illegal discharge of firearms, violation of Batas Pambansa 881 in relation to the Commission on Elections Resolution 10918, maltreatment, and direct assault on an agent of a person in authority.
Quezon City police chief BGen. Redrico Maranan emphasized the commitment of the QC police to maintain the highest standards of integrity within their ranks. He stated, “We will not tolerate any misconduct or abuse of power, and we will take decisive action to address any violations of the law.”
Interior Secretary Benjamin Abalos Jr. has taken a strong stance on the matter and has ordered the dismissal of Abong. Abalos directed PNP chief Gen. Benjamin Acorda Jr. to implement the dismissal, stating that Abong’s actions are a disgrace to his uniform and the police organization. This comes after Abong’s alleged unprovoked gun-firing incident outside a bar in Quezon City.
Abong’s dismissal is not the first disciplinary action taken against him. The Department of the Interior and Local Government (DILG) previously denied his appeal regarding his involvement in a hit-and-run and drunk driving incident on August 2, 2023, along Anonas Street in Quezon City. The incident resulted in the death of a tricycle driver, Joel Larisa, and the injury of a passenger.
The DILG has affirmed the decision of the National Police Commission (Napolcom) to find Abong guilty of three administrative charges classified as grave offenses, which warrant his dismissal from the police service. These charges include grave misconduct, grave neglect of duty, and conduct unbecoming of a police officer. The DILG stated, “The evidence points to his guilt for grave misconduct, grave neglect of duty, and conduct unbecoming of a police officer when he concealed his culpability in the said hit-and-run incident.”
It has been revealed that Abong attempted to falsify evidence to shift the blame onto his driver, Ronald Centino. However, the investigation uncovered substantial and circumstantial evidence that discredited Abong’s alibi and defense of mistaken identity.
This case highlights the commitment of the Philippine justice system and law enforcement agencies to hold individuals accountable for their actions, regardless of their position or rank. It serves as a reminder that no one is above the law and that misconduct and abuse of power will not be tolerated.
By addressing such cases promptly and decisively, the authorities are sending a clear message that they are dedicated to upholding the rule of law and maintaining the trust of the public. Upholding the highest standards of integrity within law enforcement agencies is essential for ensuring public safety and fostering a sense of security within the community.
As this case progresses, it will be crucial to monitor the legal proceedings and subsequent actions taken by the justice system. The outcome of this trial will not only determine the fate of LtCol. Mark Julio Abong but also serve as a reflection of the Philippine justice system’s ability to hold individuals accountable for their actions.
Efforts to maintain transparency and accountability within law enforcement agencies are vital for building trust between the police and the community they serve. It is through such measures that the authorities can work towards creating a safer and more secure environment for all.
