The National Disaster Risk Reduction and Management Operations Center in the Philippines is ramping up its monitoring efforts in preparation for the Traslacion, also known as the procession of the Black Nazarene, which will take place on Tuesday. The center, staffed by personnel from the Office of Civil Defense (OCD), is working closely with the Manila City Disaster Risk Reduction Management (DRRM) Office to ensure the safety and security of the event.
The Philippine National Police (PNP) has already begun deploying uniformed and plainclothes personnel in key areas such as Rizal Park and the Quiapo church, where the procession will pass through. To enhance surveillance, a drone will be used to monitor the progress of the procession from the air. In order to maintain a secure environment, boats and other vessels will be prohibited from sailing in the waters off the Quirino Grandstand, and the area has been designated as a no-fly zone.
As devotees from across the country start to arrive in Manila for the feast of the Black Nazarene, it is crucial to prioritize safety. In light of this, the Philippine Red Cross (PRC) has issued safety reminders and tips for participants. PRC Chairman and CEO Richard Gordon emphasized the need for vigilance, highlighting potential risks associated with large crowds, such as stampedes and health-related issues.
“Millions of Filipino Catholics will brave the scorching heat of the sun to participate in the Traslacion. It’s important to be aware of the risks, including dehydration, hyperthermia, hypoglycemia, and diarrhea, that can arise from prolonged exposure to the sun and being in large crowds. We have shared safety tips on our social media platforms to guide participants during the festivities. We urge everyone to remain vigilant and prioritize their well-being to ensure a safe and peaceful Traslacion,” said Gordon.
PRC Secretary-General Gwen Pang added that the organization has further enhanced its annual assistance efforts for Nazarene devotees this year. In consideration of previous emergencies encountered during the Traslacion, including major medical issues like cardiac arrest and childbirth, the PRC is encouraging pregnant women, children, and the elderly to participate virtually.
Looking beyond the Traslacion, the Red Cross will also be providing assistance to participants of the upcoming Sinulog Festival in Cebu and Dinagyang Festival in Iloilo later this month, ensuring the safety and well-being of festival-goers.
The preparations and precautions being taken by the authorities and organizations involved reflect the commitment to ensuring the smooth and secure conduct of the Traslacion. With the expected participation of approximately two million devotees, it is paramount that everyone remains vigilant, follows safety guidelines, and prioritizes their well-being to make this year’s Traslacion a safe and memorable event.
