PCG’s Commitment to a Rules-Based Maritime Environment

Despite the ongoing threats and provocations in the West Philippine Sea (WPS), the Philippine Coast Guard (PCG) remains steadfast in its pursuit of a more peaceful and rules-based maritime environment. As we enter 2024, the PCG is determined to cultivate partnerships with as many nations as possible, ensuring the safety and security of the seas.

PCG Commandant Admiral Ronnie Gil Gavan reaffirmed this commitment as he highlighted the accomplishments of the oldest and only humanitarian armed service in the Philippines. Since assuming his post in October 2023, Gavan shared that the PCG has increased its presence in areas covered by the Philippines’ exclusive economic zone (EEZ).

In the WPS, the PCG has undertaken various initiatives this year. They successfully removed foreign floating barriers, installed additional navigational buoys, and assisted in resupply missions for the Armed Forces of the Philippines (AFP) in Ayungin Shoal. Importantly, the PCG has approached territorial disputes with China through diplomatic and peaceful means, emphasizing their professionalism and resolve.

“This year, we have proven that we are professionals, demonstrating patience and unwavering determination in managing the security requirements in the WPS,” stated the PCG commandant. Gavan acknowledged that 2023 posed challenges in managing public expectations. While the public desires an aggressive approach, the PCG recognizes the need for maturity and professionalism in pursuing the nation’s grander interests.

In 2023, the PCG inaugurated the new and upgraded Coast Guard Station Kalayaan Island Group (KIG) on Pag-asa Island. This symbolic building represents the PCG’s enduring commitment to continuously improve and contribute to the collective action of securing Philippine territories and jurisdiction in accordance with the law.

Furthermore, when a massive oil spill from the sunken MT Princess Empress disrupted the lives and livelihoods of communities in Oriental Mindoro and nearby provinces last February, the PCG swiftly mobilized to lead the oil spill recovery operations. Through the collaboration of government agencies, residents, concerned organizations, international partners, and foreign counterparts, the PCG successfully completed the operations in just four months, leading to the lifting of the fishing ban in affected waters.

As the country’s primary maritime response organization responsible for executing the National Maritime Search and Rescue Contingency Plan, the PCG received, responded to, and coordinated over 1,200 maritime incident reports in 2023 alone. Throughout the year, the PCG rescued approximately 5,500 individuals nationwide, showcasing their dedication to both maritime management and national security and development.

The PCG’s role extends beyond being a maritime agency; it serves as a crucial tool for safeguarding the nation’s seas, ensuring the well-being of its people, and contributing to its overall development.

As we move forward into 2024, the Philippine Coast Guard remains committed to upholding the principles of a peaceful and rules-based maritime environment. Through their professionalism, partnerships, and dedication, the PCG will continue to safeguard Philippine waters, protect national interests, and contribute to regional stability.
