The Armed Forces of the Philippines (AFP) has recently revived its unit that played a crucial role in apprehending coup plotters, high-ranking communist party leaders, and combatants in the 1980s and ’90s. The reactivation of the AFP Counter-intelligence Group (AFPCIG) was ordered by Armed Forces Chief of Staff Gen. Romeo Brawner Jr., with the aim of bolstering the nation’s security.
The AFPCIG was initially formed during the late President Cory Aquino’s administration in response to several coup attempts by certain elements within the military. This counter-surveillance and monitoring unit, composed of operatives from the four branches of the AFP, was tasked with apprehending suspected members of the Reform the Armed Forces movement led by Army colonel-turned-politician Gregorio Honasan and key figures of the RAM core group.
The RAM group, led by Honasan, instigated military uprisings in the ’80s and ’90s, ultimately leading to the ousting of late strongman President Ferdinand Marcos Sr. They also plotted to overthrow the administration of President Fidel Ramos. The AFPCIG, under the leadership of Brig. Gen. Benjamin Libarnes and later Maj. Gen. Ramon Montano, played a crucial role in apprehending the coup plotters, including Honasan and other ranking military officers.
Furthermore, the AFPCIG was instrumental in the arrest of key leaders of the Communist Party of the Philippines/New People’s Army (CPP/NPA), such as Rodolfo Salas, Felimon Lagman, Bernabe Buscayno, and the Tiamzon couple. Working closely with the Intelligence Service of the Armed Forces of the Philippines, the AFPCIG helped filter out critical information against the government.
Unfortunately, over time, the operations of the AFPCIG dwindled, rendering the unit practically defunct. However, under the administration of President Marcos Jr., the decision was made to reconstitute the AFPCIG, recognizing its importance in securing the nation.
In his message, General Brawner emphasized the vital role of the AFPCIG in ensuring the nation’s security amidst an ever-shifting global landscape. He encouraged its members to strive for excellence, embrace innovations, and uphold the highest standards of integrity. The revival of the AFPCIG signifies the commitment of the AFP and the Commander-in-Chief, President Marcos Jr., to safeguard the rights and liberties of the Filipino people.
The reactivation of the AFPCIG comes at a time when the AFP was recently inundated with rumors of a destabilization plot against the administration. However, General Brawner has denied having received any information regarding such attempts. It is crucial to note that the AFPCIG’s primary objective is to counter internal threats and maintain national security, rather than involving itself in political matters.
As the AFPCIG resumes its operations, the unit will play a pivotal role in identifying and neutralizing potential threats to the nation’s stability.
