The Communist Party of the Philippines (CPP) and its armed wing, the New People’s Army (NPA), have announced a two-day ceasefire starting on Christmas Day. This ceasefire is in commemoration of the 55th anniversary of the CPP. The statement released by the organizations stated that all NPA units will suspend tactical offensives from 12:01 a.m. on December 25 until 11:59 p.m. on December 26.
The primary objective of this ceasefire is to allow the peasant masses and NPA units in their respective areas to hold assemblies, meetings, or gatherings in celebration of the Party’s anniversary. It also serves as an opportunity to reflect on past achievements and pay tribute to the heroes and martyrs of the Philippine revolution. The CPP and NPA expressed their solidarity with the traditional holiday celebrations of the people.
In response to the ceasefire declaration, the Armed Forces of the Philippines (AFP) dismissed it as having little consequence. AFP spokesman Col. Medel Aguilar stated that the military has already significantly weakened the communist movement, making a ceasefire insignificant. According to Aguilar, many of the rebels’ cadres and leaders have surrendered, rendering the movement irrelevant. He emphasized that the military will continue its offensive against the NPA, as long as there is still a threat to national security and the peaceful environment.
The Philippine National Police (PNP) is also cautious about the ceasefire announcement. PNP Public Affairs chief Col. Jean Fajardo stated that they will not recommend a reciprocal truce to President Ferdinand Marcos Jr., especially after the recent encounter between the NPA and government forces in Balayan, Batangas, which resulted in the death of an AFP comrade. Fajardo mentioned that police stations, particularly those vulnerable to NPA attacks, have been reinforced to ensure preparedness against any security threats.
It is worth noting that last year, the AFP and the PNP did not declare a ceasefire with the rebels due to a perceived leadership vacuum in the communist ranks. Despite a preliminary agreement reached in Oslo, Norway, to restart peace negotiations, the fighting between the two sides persisted.
The announcement of this ceasefire by the CPP and NPA highlights the significance of their 55th anniversary and their desire to engage in peaceful activities during the holiday season. However, the response from the AFP and PNP indicates skepticism and a continued commitment to eliminating the NPA as a threat to national security.
As the situation unfolds, it remains to be seen whether this ceasefire will lead to further discussions and potential progress towards a lasting peace agreement between the government and the CPP-NPA.
