Deadline for Consolidation of Public Utility Vehicles (PUV) Operators Not Extended, Says Marcos

PRESIDENT Ferdinand Marcos Jr. announced on Tuesday that there will be no extension for the December 31 deadline for the consolidation of public utility vehicle (PUV) operators in the country. This decision comes after a meeting with transport officials, where it was determined that 70 percent of all operators have already committed to and consolidated under the Public Utility Vehicle Modernization Program (PUVMP).

The President emphasized the importance of adhering to the current timeline, stating that the government cannot let the minority delay the modernization program. By ensuring that everyone complies with the consolidation deadline, the full operationalization of the modernized public transport system can be realized, benefiting all stakeholders involved.

The Land Transportation Franchising and Regulatory Board (LTFRB) has set the deadline for the consolidation of PUVs on December 31 this year as part of the government’s PUV modernization program. This program includes the franchise consolidation requirement, which necessitates drivers and operators of traditional jeepneys and utility van express units to consolidate into cooperatives and corporations.

Failure to meet the consolidation deadline will result in the expiration of provisional authority and certificates of public convenience by December 31, potentially leading to job loss for noncompliant operators. After the deadline, noncompliant jeepneys will not be allowed to ply their routes.

To assist operators in complying with the consolidation requirement, the LTFRB has simplified the process. Operators only need to submit a petition for consolidation by December 31, and their provisional authority will be extended. Additionally, the required number of members for cooperatives has been reduced from 15 to 10, making it easier for smaller groups to form cooperatives.

The LTFRB is also considering proposals that would allow two cooperatives to ply one route, instead of having only one corporation. This potential change aims to provide more flexibility and options for operators, while still ensuring efficient and reliable public transportation services.

It is essential for PUV operators to understand the significance of the consolidation deadline and take the necessary steps to comply with the requirements. Failure to do so may result in the loss of their livelihoods and the inability to continue operating as public utility vehicle operators.
