In a meeting held at Camp Aguinaldo, Teodoro met separately with the UK’s Trade Envoy to the Philippines, Richard Graham, and Vietnam’s Ambassador to the Philippines, Lai Thai Binh. During the meeting with Richard Graham, Teodoro and Graham expressed interest in joint ventures with British investors and other forms of cooperation to support the modernization program of the Armed Forces of the Philippines. Graham emphasized the UK’s commitment to closer defense ties with the Philippines, aligning with the Protect, Align, and Engage framework outlined in the 2023 Integrated Review Refresh, the UK’s national security and international strategy document.
Accompanying Richard Graham were Ambassador Laure Beaufils, Country Director for Trade and Investment Dr. James Thackery, and British Defense Attaché to the Philippines Group Captain Bea Walcot. Their presence highlights the UK’s keen interest in strengthening bilateral defense and security relations with the Philippines.
In his discussions with Vietnam leaders, Teodoro focused on intelligence exchanges, cyber security, counter-terrorism, and maritime security, among other areas of mutual interest. Teodoro also expressed concern over recent security developments in the region and welcomed Vietnam’s support in upholding the rules-based international order and adherence to the International Law, particularly the 1982 United Nations Convention on the Law of the Sea.
As a gesture of goodwill and to further enhance cooperation, Teodoro extended an invitation to Vietnam’s Minister of Defense to visit the Philippines. The visit would provide an opportunity to discuss additional avenues for collaboration, such as disaster risk reduction and logistics cooperation.
