DoJ Clarifies Heinous Crimes Excluded from Amnesty

The Department of Justice (DoJ) issued a statement on Wednesday emphasizing that the recent amnesty proclamations made by President Ferdinand Marcos Jr. do not cover heinous crimes. This clarification is crucial to ensure that justice is served for individuals who have committed serious offenses.

The DoJ highlighted that former insurgents who have engaged in heinous crimes such as kidnap for ransom, massacre, rape, terrorism, and other gross violations of human rights will still face prosecution. It is important to note that the amnesty proclamations, specifically Proclamations 403, 404, 405, and 406, only extend to members of certain groups.

Proclamation 403 grants amnesty to members of the Rebolusyonaryong Partido ng Manggagawa ng Pilipinas/Revolutionary Proletarian Army/Alex Boncayao Brigade (RPMP-RPA-ABB), while Proclamation 404 covers former members of the Communis
