DoLE’s Commitment to Protecting Housemaids’ Rights

The Department of Labor and Employment (DoLE) has reaffirmed its commitment to safeguarding the rights and welfare of Filipino domestic workers. In a statement released on Friday, Labor and Employment Undersecretary Benjo Benavidez emphasized the government’s dedication to bringing its services closer to domestic workers, particularly on the occasion of Araw ng mga Kasambahay (domestic workers’ day).

Undersecretary Benavidez stated, “All government offices are focused on protecting the rights of all workers, especially housemaids. The government is ready to provide services for them.” This commitment stems from the recognition that domestic workers play a crucial role in households across the country and deserve equal protection under the law.

To ensure the safety and well-being of domestic workers, the government implemented Republic Act 10361, also known as the “Batas Kasambahay.” This law, signed on January 18, 2013, demonstrates the government’s commitment to providing domestic workers with safe and healthful working conditions. Under the Batas Kasambahay, domestic workers are entitled to various rights, including fair wages, regular working hours, and social security benefits.

Despite the progress made since the enactment of the Batas Kasambahay, there is still work to be done. According to a 2019 survey, approximately 60 percent of domestic workers are aware of the law, but only a small percentage, around 3-4 percent, have written contracts with their employers. This highlights the need for further education and awareness campaigns to ensure that all domestic workers are informed of their rights and are able to exercise them.

In line with the celebration of Araw ng Kasambahay, the DoLE has organized a series of service caravans at the national and regional levels. These caravans aim to provide domestic workers with access to government services and support. The caravans, which will run until January 31, offer free hands-on skills training sessions and assistance with social security services. By bringing these services directly to domestic workers, the government aims to bridge the gap and ensure that they have the necessary resources to thrive in their roles.

Expanding the coverage of social security benefits and promoting the registration of kasambahays in their respective barangays are also key priorities for the DoLE. By extending social security benefits to more domestic workers and encouraging their registration, the government aims to enhance their overall well-being and provide them with a safety net for the future.

The efforts made by the DoLE and the government as a whole demonstrate a strong commitment to protecting the rights and welfare of Filipino domestic workers. Through the implementation of the Batas Kasambahay and the provision of essential services, the government is working towards creating a more inclusive and supportive environment for domestic workers.

As we celebrate Araw ng Kasambahay, let us acknowledge the invaluable contributions of domestic workers and continue to advocate for their rights and well-being. By upholding their rights and ensuring their protection, we can build a society that values and respects the important role they play in our homes and communities.
