The House Committee on Transportation has announced that it will be launching an investigation into concerns regarding the implementation of the public utility vehicle (PUV) or jeepney modernization program. This move comes in response to serious allegations of corruption and irregularities in the program. Antipolo City 2nd District Rep. Romeo Acop, the chairman of the House transportation panel, stated that he is seeking the approval of panel members to proceed with the inquiry.
The decision to investigate was prompted by the directive of Speaker Ferdinand Martin Romualdez, who emphasized the importance of addressing these allegations. Acop stressed the need to ensure that corruption does not take root in the implementation of the modernization program. He stated, “If we are to proceed with the modernization of our PUVs, we must make sure there is not even a whiff of irregularity.”
Despite the absence of a resolution or privilege speech calling for a probe, Acop clarified that the House Rules of Procedure Governing Inquiries in Aid of Legislation allow for inquiries to be initiated through the motu proprio action of a committee, provided that the committee seeks authority from the House Committee on Rules. Romualdez, in his appeal to the Department of Transportation (DoTr) to review the program, highlighted the significance of the jeepney as an iconic symbol of the nation’s culture and spirit.
