Options Urged for Voters Tricked into Signing PI Forms

SEN. Ronald “Bato” dela Rosa has called on the Commission on Elections (Comelec) to provide options for Filipinos who were deceived into signing the signature forms for the controversial people’s initiative (PI) that aims to abolish the Senate. Speaking during the continuation of the Senate Committee on Electoral Reforms and People’s Participation’s investigation into the alleged signature-buying for PI, dela Rosa emphasized the anger and desire for withdrawal expressed by those who signed the sheets during a hearing in Davao City on Tuesday, February 14.

Recognizing the responsibility of the Comelec, dela Rosa urged the organization to find ways to address the concerns of the people in Davao. He emphasized their desire to visit the Comelec Elections Officer’s Office and withdraw their signatures. However, Comelec Chairman George Garcia’s previous statement revealed that there were no existing rules covering the withdrawal of signatures on PI efforts, leaving the regional director unable to assist his fellow Davaoeños in retracting their support for the people’s initiative.

While Garcia stated that there would be no criminal liability due to the lack of rules on signature withdrawal, he acknowledged the possibility of administrative liabilities under Republic Act (RA) 6713, also known as the “Code of Conduct and Ethical Standards for Public Officials and Employees.” In response to dela Rosa’s concerns, Garcia assured that the Comelec would issue guidelines to their local offices on how to handle cases of signature withdrawal.

The Senate Committee on Electoral Reforms and People’s Participation initiated a series of investigations following dela Rosa’s and other senators’ skepticism towards what they referred to as a “politician’s initiative.” In alignment with their opposition to the people’s initiative, dela Rosa and several other senators signed a manifesto, expressing their disagreement with an attempt to dilute the powers of the Senate.

The signature campaign for the people’s initiative aims to amend Article 17, Section 1 of the 1987 Constitution, allowing members of the House of Representatives and the Senate to vote jointly in a constituent assembly. However, concerns have been raised about the transparency and integrity of the signature collection process, leading to calls for options to be provided for those who were deceived into signing the forms.

As the investigation continues, it is crucial for the Comelec to address the grievances of the people who wish to withdraw their support for the people’s initiative. By establishing clear guidelines and procedures for signature withdrawal, the Comelec can ensure that the voices of those who were tricked into signing are heard and respected. This will not only restore trust in the democratic process but also demonstrate the commitment of the Comelec to upholding the rights and will of the Filipino people.
