In a significant move towards inclusivity, President Ferdinand Marcos Jr. has issued an executive order (EO) establishing a special committee for the LGBTQIA community in the Philippines. The announcement, made by Malacañang on Saturday, highlights the government’s commitment to diversity and inclusion.
Signed on December 22, EO 51 serves to reinforce the government’s Diversity and Inclusion Program (DIP) while also reconstituting the Inter-Agency Committee on Diversity and Inclusion. Furthermore, it creates the Special Committee on Lesbian Gay, Bisexual, Transgender, Queer, Intersex, and Asexual (LGBTQIA) Affairs.
Recognizing the importance of upholding the country’s obligations under the International Covenant on Civil and Political Rights, the five-page circular emphasizes the need to strengthen the DIP and reconstitute its inter-agency committee. By doing so, the government aims to ensure continuous compliance with international standards.
The Department of Social Welfare and Development will lead the committee, with the secretaries of the Department of Migrant Workers and the Department of Labor and Employment serving as co-chairs. Additionally, the Department of the Interior and Local Government secretary will act as the vice chairman.
Membership of the committee includes the secretaries of the Department of Education, Department of Justice, and Department of Health. The chairmen of the Commission on Higher Education and the Special Committee on LGBTQIA Affairs will also join as members. Together, they will contribute their expertise and insights to address the needs and concerns of the LGBTQIA community.
To effectively carry out its objectives, the committee has the authority to create, convene, and reorganize sub-committees and working groups. These auxiliary bodies will provide valuable assistance in executing the committee’s mandate.
Under the umbrella of the inter-agency committee, the Special Committee on LGBTQIA Affairs will play a crucial role in advancing the rights and well-being of the LGBTQIA community. The President will appoint the committee’s head, who will hold the rank of undersecretary, along with three members from the LGBTQIA community, each with the rank of assistant secretary.
Within six months of the order’s effectivity, the committee will submit the DIP to the Office of the President through the Office of the Executive Secretary. This comprehensive plan will outline the government’s strategies and initiatives to promote diversity, inclusion, and equal rights for the LGBTQIA community.
President Marcos Jr.’s executive order marks a significant step forward in recognizing and addressing the unique challenges faced by the LGBTQIA community in the Philippines. By establishing a dedicated committee and reinforcing existing programs, the government demonstrates its commitment to fostering an inclusive society.
Through this initiative, the Philippines joins a growing number of countries around the world that are actively working towards creating a more equitable and accepting environment for LGBTQIA individuals. It is a testament to the government’s recognition of the importance of protecting the rights and dignity of all its citizens, regardless of their sexual orientation, gender identity, or expression.
As the Special Committee on LGBTQIA Affairs begins its work, it holds the potential to drive meaningful change and advocate for the rights and well-being of the LGBTQIA community. By collaborating with relevant government agencies and engaging with local LGBTQIA organizations, the committee can develop policies and initiatives that address the specific needs and concerns of the community.
In conclusion, President Marcos Jr.’s executive order establishing a special committee for the LGBTQIA community in the Philippines is a positive step towards promoting diversity, inclusion, and equal rights. By recognizing the importance of upholding international obligations and involving key stakeholders, the government aims to create a more inclusive society where everyone can live with dignity and respect.
