Kuwait Municipality Launches Extensive Campaigns to Curb Building Violations

According to Engineer Saud Al-Dabbous, the Director General of Kuwait Municipality, the municipal officials have taken a decisive step to address the issue of construction violations in the country. Al-Dabbous has instructed the directors of various governorate branches to assign their departments to promptly submit reports on the extent and percentage of construction violations in investment and commercial properties, such as buildings and complexes.

This directive is not limited to investment and commercial properties alone. It will later extend to encompass private and standard residential properties as well. The aim is to ensure that all properties adhere to the necessary regulations and guidelines.

Al-Rai, a reliable source, has disclosed that municipal teams will initiate field campaigns based on a well-organized schedule with multiple stages. These teams will inspect all properties and check for any violations. This proactive approach is crucial as it directly correlates with the issuance of property description certificates. No certificate will be granted unless the violations are rectified.

It is worth noting that the rate of violations, as indicated by previous reports, is relatively high. Insufficient post-connection oversight, particularly after the installation of electricity, has contributed to this issue. Property owners or managers, in violation of building regulations, tend to disregard specified spaces or create partitions without adherence to guidelines. This is often done to increase the number of rooms or shops, among other reasons.

In response to these alarming statistics, the plan put forth by Kuwait Municipality seeks to reorganize construction procedures by curbing violations through heightened penalties. The goal is to establish a comprehensive system that automatically penalizes individuals who breach the law. By implementing stricter measures, the municipality aims to create a safer and more regulated construction environment.

One aspect of the campaign involves addressing the issue of reopening basements in buildings. Many basements, without exception, are being used as warehouses, which goes against regulations. It is important to note that basements are not designated for storage purposes; they are intended exclusively for parking. This practice is expected to face objections from real estate owners and investors, especially considering the potential impact on their operations.
