Airlines Urged to Comply with eTravel Registration Rules

The Bureau of Immigration (BI) is calling on airline companies to cooperate in the implementation of the one-stop electronic travel declaration system (eTravel) as the holiday season approaches. Immigration Commissioner Norman Tansingco has reiterated the importance of all arriving and departing passengers registering on the eTravel platform, as this is now a requirement for immigration officers manning the bureau’s counters in international airports and seaports.

In order to ensure compliance with this new system, the BI has sent reminders to airline companies, urging them to inform their passengers about the need to register on the eTravel platform prior to their arrival or departure from the country. Additionally, airlines are making preparations to procure eTravel kiosks, which will allow individuals who do not have access to smartphones or the internet to register on the spot.

The eTravel system applies to both Filipino and foreign crew members and passengers who are arriving or departing. However, there are certain categories of passengers who are exempt from registering. These include foreign diplomats and their dependents, foreign dignitaries and members of their delegation, holders of 9(e) diplomatic visas, as well as holders of diplomatic and official/service passports.

The eTravel system was launched several months ago as a joint project of the BI, the Department of Information and Communication Technology, the Department of Tourism, and other government agencies and stakeholders in the travel and tourism industry. It replaces the previous requirement for international passengers to fill out arrival and departure cards, streamlining the process by harmonizing all data needs on one joint platform.

This transition to the eTravel system has numerous benefits for both passengers and immigration officers. By eliminating the need for paper-based arrival and departure cards, the system reduces the administrative burden on travelers and immigration authorities.
