President Ferdinand Marcos Jr. has given his approval to the 10-year Maritime Industry Development Plan 2028 (MIDP), which will serve as the roadmap for the integrated development of the maritime industry in the Philippines, according to an announcement from MalacaƱang on Tuesday.

The MIDP, which was approved and adopted through Executive Order (EO) 55 signed by the President on February 8, aims to fully realize the country’s potential as a maritime nation. In his statement, President Marcos emphasized the need for a clearly defined and coordinated roadmap that will accelerate the integrated development of the Philippine Maritime Industry.

The primary goal of the MIDP is to establish a strong and reliable Philippine Merchant Fleet that can effectively address the sea transport requirements in support of national development. To achieve this, the Maritime Industry Authority (Marina) Board will adopt a system for the effective implementation, monitoring, and review of the MIDP and its component programs.

The component programs of the MIDP include the modernization and expansion of domestic shipping, the promotion and expansion of the overseas shipping industry, the modernization, expansion, and promotion of the shipbuilding and ship repair industry, the promotion of a highly-skilled and competitive maritime workforce, the enhancement of maritime transport safety and security, and the promotion of an environmentally sustainable maritime industry.

Executive Order 55, which was made public on Tuesday, will take immediate effect upon publication in the Official Gazette or in a newspaper of general circulation.

The approval of the MIDP is a significant step towards the development and growth of the maritime industry in the Philippines. By having a comprehensive roadmap in place, the country can strategically plan and implement initiatives that will enhance the capabilities of the Philippine Merchant Fleet and promote the overall competitiveness of the maritime sector.

The modernization and expansion of domestic shipping will improve the efficiency and reliability of transportation within the country. This will not only benefit businesses and industries that rely on maritime transport but also contribute to the overall economic growth and development of the Philippines.

The promotion and expansion of the overseas shipping industry will open up more opportunities for Filipino seafarers to work abroad and contribute to the remittance inflows that greatly support the Philippine economy. It will also strengthen the country’s position as a leading provider of skilled maritime professionals globally.

The modernization, expansion, and promotion of the shipbuilding and ship repair industry will create more job opportunities and attract investments in the maritime sector. This will boost the local economy and contribute to the overall industrial development of the Philippines.

The promotion of a highly-skilled and competitive maritime workforce is crucial in maintaining the country’s reputation for producing top-notch seafarers. By investing in training and education programs, the Philippines can ensure that its maritime professionals are equipped with the necessary skills and knowledge to excel in the industry.

Enhancing maritime transport safety and security is of utmost importance to protect the lives of seafarers and passengers, as well as safeguarding the marine environment. Through the implementation of stricter safety protocols and security measures, the Philippines can establish itself as a responsible and reliable maritime nation.

Promoting an environmentally sustainable maritime industry aligns with global efforts to mitigate climate change and protect the oceans. By adopting eco-friendly practices and technologies, the Philippines can contribute to the preservation of marine ecosystems while still benefiting from the economic opportunities provided by the maritime industry.

In conclusion, the approval of the 10-year Maritime Industry Development Plan 2028 marks a significant milestone for the Philippines’ maritime sector. With a clear roadmap in place, the country can work towards the integrated development of the maritime industry, fostering economic growth, creating job opportunities, and ensuring the sustainability and competitiveness of the sector.
