DEPUTY Speaker and Las Piñas City Rep. Camille Villar has recently introduced House Bill 9582, which seeks to establish nursery and childcare facilities in or near public schools. This bill, filed on November 20, aims to support the work-life balance of teachers and recognizes their valuable role in molding future generations.

According to the bill’s explanatory note, the establishment of nursery and childcare facilities within public school premises or within a reasonable vicinity not exceeding one kilometer from the school would provide peace of mind to public school teachers. They can be assured that their children are receiving proper care while they fulfill their professional responsibilities.

The bill emphasizes that these school-based nursery and childcare facilities should be supervised and monitored by the Department of Education (DepEd) and the Department of Social Welfare and Development (DSWD) in accordance with their respective mandates. This ensures that the facilities meet the necessary standards for the well-being and development of the children.

By implementing this bill, public school teachers will be able to perform their functions more effectively, thereby guaranteeing that their students receive the best education possible. It also highlights the importance of assessing the effectiveness, affordability, and accessibility of these childcare facilities on a yearly basis, as outlined in Section 4 of the bill. The DepEd and DSWD are tasked with conducting these assessments to ensure continuous improvement.

To facilitate the implementation of the bill, Section 6 mandates the DepEd, in coordination with the DSWD and relevant stakeholders, to develop the necessary rules and regulations within 60 days from the bill’s effectivity. This collaborative effort will ensure that the nursery and childcare facilities are designed based on the standards set by the DepEd and the DSWD, while also considering the inputs of Local Government Units (LGUs) involved.

In terms of funding, the bill specifies that the necessary resources will be allocated from the DepEd and DSWD’s budget in the annual General Appropriations Act. However, additional funds for the nursery and childcare facilities may also be sourced from donations, sponsorships, and other legally permissible means. This highlights the importance of community involvement and support in providing quality care for the children of public school teachers.

It is important to note that this bill is aimed at addressing the specific needs of public school teachers and their children. By establishing nursery and childcare facilities in or near public schools, the bill aims to create a conducive environment for both teachers and students. It recognizes the importance of supporting teachers in their vital role as educators while ensuring that their children receive the care they deserve.

In conclusion, House Bill 9582 proposes the establishment of nursery and childcare facilities in public schools, with the aim of supporting the work-life balance of teachers and providing quality care for their children. By involving the DepEd, DSWD, and relevant stakeholders, this bill seeks to ensure that these facilities meet the necessary standards and are accessible to all. With proper implementation and support, this bill has the potential to positively impact the education sector and the lives of public school teachers and their families.
