Former president Rodrigo Duterte has emerged as the leading choice for senator in the upcoming 2025 midterm elections, according to a survey conducted by Publicus Asia Inc. The survey, called the Pahayag End of Year voting disposition survey, revealed that 48 percent of the respondents voted in favor of the former president, with an impressive trust rating of 59 percent.
Following closely behind Duterte is Anti-Crime and Terrorism Community Involvement and Support party-list Rep. Erwin Tulfo, who secured a 44 percent voting predisposition and an equal 44 percent trust rating. Dr. Willie Ong, a former vice presidential candidate and cardiologist, also garnered substantial support with a 43 percent voting predisposition and a commendable 50 percent trust rating.
The survey highlighted a decline in support for Erwin Tulfo in Mindanao, dropping from 50 percent to 44 percent. Similarly, Dr. Willie Ong witnessed a decrease in trust in Mindanao, falling from 50 percent to 42 percent, along with a decline in support from 44 percent to 39 percent.
Apart from Duterte, Tulfo, and Ong, the survey also revealed notable figures in the early electoral landscape, including reelectionist Senators Christopher “Bong” Go with 40 percent, Maria Imelda Josefa “Imee” Marcos with 38 percent, and Ronald “Bato” dela Rosa with 36 percent.
The National Capital Region (NCR) witnessed an increase in voting predisposition for Go, rising from 29 percent to 38 percent, and for Marcos, climbing from 35 percent to 41 percent, as stated by Publicus Asia.
Other prominent figures in the survey include former Senate president Vicente Sotto 3rd with 33 percent, former Manila mayor Francisco “Isko Moreno” Domagoso with 31 percent, former senator Panfilo “Ping” Lacson with 31 percent, and former vice president Maria Leonor “Leni” Robredo with 27 percent.

Completing the roster is Sen. Pilar Juliana “Pia” Cayetano, who secured the 12th spot with 25 percent voter support.
The Pahayag 2023 End of the Year Survey, conducted by Publicus Asia Inc. from November 29 to December 4, 2023, was non-commissioned. The survey utilized a purposive sampling method, with 1,500 respondents randomly drawn from the market research panel of over 200,000 Filipinos maintained by the Singapore office of PureSpectrum.
It is important to note that the sample was restricted to registered Filipino voters maintained by PureSpectrum, a US-based panel marketplace with a multinational presence.
This survey provides valuable insights into the current political landscape and the preferences of the Filipino electorate. As the 2025 midterm elections draw nearer, these results shed light on the potential candidates who are gaining traction among the voters. It will be interesting to see how these figures evolve in the coming months and how they may impact the future of Philippine politics.
