How to Apply for an OEC (Overseas Employment Certificate)?

Registering for a POPS-BaM Account (New Users Only)

  • Visit the Department of Migrant Workers (DMW) Online Services e-Registration Portal
  • Click the blue “Let’s Go” button and agree to the terms of use and privacy statement.
  • Complete the online form with your personal details and register. A temporary password will be sent to your email.
  • Login to your POPS-BaM account using the temporary password and change it immediately.
  • Update your profile in the “My Profile” section.
  • After confirming your account via email, you can now proceed to applying for your OEC.

Applying for a New OEC (Overseas Employment Certificate)

  • Login to your POPS-BaM account.
  • The system will ask for your OEC number (if you don’t have one, skip this step).
  • Upload a passport-sized photo with a white background.
  • Fill in the application details, including your address and name.
  • Choose an appointment date and time from the available calendar, selecting the POEA office you will visit.

Balik-Manggagawa OEC Renewal (For Those OFW that applied for OEC before)

Click on “Balik Manggagawa” and provide your flight schedule details.
Schedule an appointment online by selecting a date and time from the available calendar.
Review and print your appointment confirmation.
Go to your scheduled appointment at the chosen POEA office to receive your OEC.
