The Department of Transportation (DoTr) in the Philippines is seeking bids from local and international companies for the upgrade, expansion, operation, and maintenance of the Laguindingan International Airport. This move comes as part of the government’s Infrastructure Flagship Project, aimed at improving international flights, enhancing passenger services, and expanding the airport’s capacity.

The Laguindingan International Airport, located in the Northern Mindanao Region, serves five provinces: Misamis Oriental, Misamis Occidental, Lanao del Norte, Bukidnon, and Camiguin. Additionally, it caters to the highly urbanized cities of Cagayan de Oro and Iligan. Following the applicable procurement rules and regulations for unsolicited proposals under the Public-Private Partnership (PPP) Code, the DoTr has emphasized the need to conduct a Comparative Challenge Process. This process ensures transparency and fair competition among potential bidders.
