President Marcos Jr. Streamlines Permitting Process for Infrastructure Flagship Projects
President Ferdinand Marcos Jr. has recently issued an executive order (EO) aimed at expediting the implementation of infrastructure flagship projects (IFPs) in the country. EO 59, signed by Executive Secretary Lucas Bersamin on April 30, underscores the importance of improving the country’s infrastructure landscape in line with the administration’s efforts to transform the economy.
The National Economic and Development Authority has already approved 185 IFPs, highlighting the government’s commitment to developing key infrastructure projects that will drive economic growth and improve the lives of the Filipino people.
Streamlining the Permitting Process for IFPs
EO 59 emphasizes the need to streamline the process for issuing licenses, clearances, permits, certifications, or authorizations required for IFPs. This streamlined process aims to expedite the implementation of these projects, consistent with Republic Act 9485, also known as the Anti-Red Tape Act of 2007.
The executive order applies to all national government agencies, including government-owned or controlled corporations, as well as other government instrumentalities and local government units involved in the issuance of licenses, clearances, permits, certifications, or authorizations required for IFPs.
Embracing Online and Electronic Processes
Recognizing the importance of digitalization and efficiency, EO 59 includes provisions for online and/or electronic submission and acceptance of documents. This move aims to streamline the application process and reduce the need for physical paperwork, making it more convenient for both project proponents and government agencies.
The executive order also promotes simultaneous processing of applications, allowing different government agencies involved in the permitting process to work together more efficiently. This collaborative approach helps avoid delays and ensures that projects can move forward expeditiously.
Furthermore, EO 59 introduces digital payment fees, enabling project proponents to conveniently settle the necessary fees online. This eliminates the need for physical transactions, reducing the time and effort required to complete the payment process.
Effective Implementation and Timelines
EO 59 takes effect upon publication in the Official Gazette or in a newspaper of general circulation. This ensures that the executive order becomes known to the public and its provisions are implemented accordingly.
With the issuance of EO 59, the government aims to create a more efficient and streamlined permitting process for IFPs. By reducing bureaucratic red tape and embracing digitalization, the administration seeks to expedite the implementation of key infrastructure projects that will drive economic growth and improve the overall development of the country.
It is important to note that the specific timelines and guidelines for the implementation of EO 59 will be further detailed through the appropriate government agencies. These agencies will work together to ensure the effective implementation of the executive order and provide clear instructions to project proponents regarding the streamlined permitting process.
The government’s commitment to improving the country’s infrastructure landscape is evident through initiatives like EO 59. By creating a more efficient and transparent permitting process, the administration aims to attract more investments, stimulate economic growth, and ultimately enhance the quality of life for all Filipinos.
