The Commission on Elections (Comelec) is gearing up for the nationwide implementation of its Register Anywhere Program (RAP) as the voter registration period resumes on February 12. This initiative aims to provide additional avenues and opportunities for voter registration, particularly in areas with higher concentrations of people traffic and congregation of individuals of voting age.
RAP registration sites will be set up in malls, universities, and government offices/agencies in all capital cities, towns, and highly urbanized cities (HUCs) across the country. The program has gained favorable turnout and positive reception from the general public and other stakeholders, leading to its institutionalization within the Commission.
In 2022, the Comelec conducted a pilot testing of the RAP in selected areas, including malls and government agencies. The initial testing took place at various locations such as SM Fairview, Robinsons Place Manila, SM Sucat, Robinsons Galleria, SM Mall of Asia, Robinsons Tacloban, SM City Legazpi, and Robinsons Naga. Building on the success of the pilot program, the RAP will now be extended to include select church organizations, private establishments, government agencies, and educational institutions.
One of the key features of the RAP is its flexibility. Under this program, individuals can file their voter registration application at any designated RAP registration site, regardless of their place of residence. This means that workers, employees, and students with limited time and opportunity to register can take advantage of the RAP to become registered voters for the upcoming 2025 National and Local Elections.
The RAP registration sites will accept various types of applications, including new registrations, transfers of registration from another city/municipality/district, transfers of registration from overseas to local, corrections of entries or changes of status, and reactivations. This comprehensive approach ensures that individuals can easily update their voter information or register for the first time, regardless of their circumstances.
It is important to note that the RAP will be available until August 31, providing ample time for eligible individuals to take advantage of this convenient registration option. However, it is advisable to complete the registration process as early as possible to avoid any last-minute rush or unforeseen circumstances.
In addition to the implementation of the RAP, the Comelec chairman, George Garcia, announced that amended guidelines on voter registration will be released. One notable change is that company IDs will no longer be accepted as valid identification documents. Applicants are advised to review the updated guidelines to ensure they have the necessary identification documents for a smooth registration process.
Comelec offices are fully prepared to accept applications for registration and address other election-related concerns from February 12 to September 30. The offices will be open from 8 a.m. to 5 p.m., Mondays to Saturdays, including holidays unless the poll body announces any changes to the registration activities on those days.
The nationwide implementation of the Register Anywhere Program marks a significant step towards making the voter registration process more accessible and convenient for all eligible individuals in the Philippines.
