Senate President Juan Miguel “Migz” Zubiri Defers Promotion of BGen. Ranulfo Sevilla
In a recent development, Senate President Juan Miguel “Migz” Zubiri, who is also the concurrent chairman of the bicameral Commission on Appointments (CA), affirmed the decision to defer the promotion of BGen. Ranulfo Sevilla. This decision came after Sevilla’s estranged wife opposed his ad interim appointment.
The deferment of Sevilla’s promotion was reached during an executive session led by Camiguin Rep. Jurdin Jesus “Jayjay” Romualdo, the chairman of the CA national defense committee. The committee ruled that the meeting should be held in an executive session due to a “gag” order issued by a Dipolog regional court regarding the marital issues of the Sevillas.
Sevilla, currently serving as the deputy commander of the AFP Special Operations Command at Fort Magsaysay, Nueva Ecija, faced opposition from his wife, Tessa Luz Reyes-Sevilla. She tearfully shared her experience of physical and mental abuse by her husband and claimed that he refused to financially support their children.
Zubiri, speaking to reporters, emphasized the importance of thoroughly assessing the character of nominees, not only in the military but also in other government agencies. He stated that the CA committee supported the position of women lawmakers, who demanded that Sevilla provide written consent to fully support his children’s education and everyday needs before his confirmation.
“It sends a strong signal to all those being appointed here in the Commission on Appointments that we are not just looking into your performance as a public servant,” Zubiri said. “We also scrutinize your character and moral background.”
Sevilla’s wife firmly believed that the general did not deserve to be promoted due to his questionable character. She recounted instances of physical abuse during their marriage, even when she was pregnant. She stood firm in her stance, stating that no amount of apologies or money would change her mind. She and her children deserve to be vindicated.
Confirmation of Other AFP Generals/Flag Officers
On a positive note, the CA confirmed the ad interim appointments of nine other AFP generals/flag officers. These include Romulo D. Quemado II to the rank of Brigadier General, Juan A. Gullem to the rank of Colonel in the Philippine Army, Mandy T. Libertino to the rank of Colonel in the Philippine Army, Ted C. Cerezo Jr. to the rank of Captain in the Philippine Navy, Nereo F. Simbahan to the rank of Colonel in the Medical Corps, Clifford S. Catubigan to the rank of Colonel in the Philippine Army, Lemuel E. Espartinez to the rank of Commodore, Josel J. Zuñiga to the rank of Brigadier General, and Samuel B. Manzano to the rank of Brigadier General.
Conclusion
The decision to defer the promotion of BGen. Ranulfo Sevilla reflects the commitment of the Commission on Appointments to thoroughly assess the character and moral background of nominees. This case highlights the importance of not only evaluating the performance of public servants but also scrutinizing their personal conduct.
The opposition of Sevilla’s estranged wife, who spoke out against his promotion due to allegations of physical and mental abuse, emphasizes the need for accountability and integrity in public service. The CA’s decision sends a strong message that character matters and that individuals in positions of power should not only excel professionally but also demonstrate ethical behavior.
While Sevilla’s case remains unresolved, the confirmation of other AFP generals/flag officers showcases the CA’s commitment to recognizing and promoting deserving individuals within the military. These appointments signify the trust and confidence placed in these officers to serve and protect the nation.
As the Commission on Appointments continues its work, it remains essential for the body to prioritize the well-being and rights of individuals affected by the nominees’ actions. By doing so, the CA can ensure that those appointed to positions of power uphold the highest standards of integrity and contribute to the betterment of the country.
